Description

A number of tests fail demonstrating incorrect query results when the system encoding is not UTF-8, e.g. queries_sqlpp/scan/10/10.3.query.sqlpp. See additional examples here: https://asterix-jenkins.ics.uci.edu/job/asterix-gerrit-asterix-app-sql-execution/37/
