[ASFSITE-7] Website does not display properly on "smaller" browser

Description

I attempted to visit the ActiveMQ CMS website to view the downloads (via a google search that provided a link to https://activemq.apache.org/components/cms/) on my browser that was size around 1030 x 830 and I was only able to view the text portion of the page that described CMS.  When I maximized my browser to a larger screen, the top banner that includes the download link was visible, when it was not on the smaller browser.

The point at which the banner appears seems to be around 1212 pixels in width (which maybe equates to around 1200 when excluding the window frame)

There was no indication that the page was anything other than what is in the attached screenshot, and no alternative links for downloads, etc. were provided so the page appeared broken and rather unusable.
