According to http://activemq.apache.org/artemis/docs/1.3.0/rest.html
And

<groupId>org.apache.activemq.rest</groupId>
<artifactId>activemq-rest</artifactId>
<version>1.0.0.Final</version>

this does not exist in maven central, how can I build the war and deploy it?
