Description

The console build defines various properties that override plugins and dependency versions already defined [to newer versions] elsewhere in the build, plus various properties seemingly not used by anything. These can be tidied up to simplify the build and make it more consistent overall. Spotted when thinking about doing ARTEMIS-3669.
