RA doubles legacy prefix

    Description

      The fix from ARTEMIS-2848 will fail by adding the legacy topic prefix even if it already exists if the broker doesn't use anycastPrefix=jms.queue.;multicastPrefix=jms.topic.. However, it's valid to not specify these prefixes so the code should account for that and not double the prefix.
