[ARTEMIS-2378] openwire redelivery counter for message increasing, if consumer is closed without consuming any message

Description

If a consumer closes without receiving any messages the redelivery count of pending messages should not be incremented. this is the case for core but not for the openwire protocol.
the openwire remove info lastDeliveredSequence needs to be propagated up the openwire protocol stack on the broker to remedy this.
