[ARTEMIS-2084] Failover won't happen when net cable is disconnected unless Netty Timeout is specified

Description

Unless you specify Network connection timeout, failover will just freeze in case of a cable disconnect.

 

To bypass that we are setting up a default, to be used as TTL if no timeout is selected.
