[ARTEMIS-1204] JDBCSequentialFile getSize does not work if the file is not open

Description

It is not necessary to open a standard file system file in order to get it's size. The info is in the file descriptor. This is causing problems with LargeMessages over JDBC where the file is not guarenteed to be open when the large message packet is created.
