[C++] Third party download URLs are duplicated

    Description

      Currently, third-party source download URLs are specified in both cpp/thirdparty/versions.txt and cpp/cmake_modules/ThirdPartyToolchain.cmake. It would be nice to find a way to deduplicate the information.
