Description

The cause of ARROW-4948 and http://mail-archives.apache.org/mod_mbox/arrow-dev/201903.mbox/%3C5ce620e0-0063-4bee-8ad6-a41301ac08c4%40www.fastmail.com%3E

was actually a regression in node v11.11, resolved in v11.12 see https://github.com/nodejs/node/blob/master/doc/changelogs/CHANGELOG_V11.md#2019-03-15-version-11120-current-bridgear and https://github.com/nodejs/node/pull/26488

Bump requirement up to 11.12
