Description

Some examples of pull-requests with wrong affected files:
  - pr-3762 shouldn't trigger javascript
  - pr-3767 shouldn't affect files found in rust and javascript

In get_travis_commit_range , it references the following comment. If read further down in the thread, you'll note that it can go bonkers due to shallowness and commit of branch creation. I'm not sure if this is the issue.
