Description

As discussed in [this email thread|https://lists.apache.org/thread.html/ad8398824ac12ac9228fba6127ccd15b6503d4ee36168ada5f201a88@%3Cdev.arrow.apache.org%3E,] we should keep the sub-crate version to be the same as the main arrow release version. This is to revert a previous change I made before.
