Description

As pointed out by pitrou, the mersenne twister in Plasma is currently not seeded appropriately (I just saw the comment recently): https://github.com/apache/arrow/pull/2039

I can submit a patch for Plasma but I'm also wondering if we should have a properly seeded random number in Arrow.
