Description

This build is failing on Windows (https://github.com/ursacomputing/crossbow/tree/nightly-tests-2022-04-27-0-github-test-r-devdocs), likely because R 4.2 on Windows requires UCRT.  A short-term solution is pinning these builds to R 4.1
