[ARROW-15945] debug build for gandiva and arrow is not working

Description

As reported to the dev mailing list, debug build is not working.

Within the email, you can find the conda env with dependencies used and the script to reproduce the problem. This bug is found from 7.0 and 6.0 release branch.
