Description

contributing.rst page should become a landing page for all contributors

The landing page would connect different topics and would use Sphinx boxes for better visibility. The main topics would be:

1. Intro into contributing
2. Community
3. New Contributor's Guide
4. Report bugs and propose features
5. Advanced code contribution

Existing Contributing page content :

• Intro stays on the landing page
• Code of Conduct and Mailing List moves to the Community page
• Report bugs and propose features moves to it's own page
• Improve documentation moves to the New Contrib Guide docs section
  • link from the landing page must be added
  • link to the building of the documentation must be added
• Contribute code moves to the Guide
• Experimental repositories and Guidance for specific features would live in Advanced code contribution where the links to the existing docs would be added.
