Description

When listing the commits from the master branch I often see a bunch of failing commits which are actually cancelled due to concurrency groups: https://github.com/apache/arrow/blob/master/.github/workflows/dev.yml#L26

While we should keep this feature for the pull requests we should disable it for branches.
