[C++] Add extraction function support for time32/time64

Details

    Description

      time64('ns') should support:

      • hour
      • minute
      • second
      • millisecond
      • microsecond
      • nanosecond
      • subsecond

      time64('us'), time32('ms'), and time32('s') should support those values that fit their resolution.

      It's probably debatable if something like millisecond(time32('s')) should be supported but for ease of use it would probably be simplest to just hard code these to return 0.
