[ARROW-13623] [R] write_csv_arrow should follow the signature of readr::write_csv

Description

Map the arguments to our WriteOptions and error on unsupported options. Make the defaults match. Also make Jiras if needed for missing CSV write options in the C++ library.

I noticed we had a difference in quoting: readr doesn't quote strings by default but we do.
