From the discussion in http://help.appveyor.com/discussions/problems/7246-deploying-to-bintray-from-an-organizations-github-account it seems it may be difficult to deploy to a BinTray account unless we can encrypt API keys under the ASF's Appveyor account (ASF Infra may be able to help)
