To fix https://issues.apache.org/jira/browse/ARROW-12421

We disabled the physical_optimizer::repartition::Repartition rule in https://github.com/apache/arrow/pull/10069

this ticket tracks finding the root cause of the CI test failure and reenabing physical_optimizer::repartition::Repartition;
