Originally found by Krisztian Szucs, reproducible using:

$ archery docker run -e ARROW_BUILD_STATIC=on -e ARROW_BUILD_SHARED=off -e ARROW_TEST_LINKAGE=static -e UBUNTU=18.04 ubuntu-cpp
