[ARROW-11490] [C++] BM_ArrowBinaryDict/EncodeLowLevel is not deterministic

Description

This benchmark is pretty unreliable if you run more than one iteration.  Even though it is setting a constant seed each time it is not clearing the old values from the previous runs and so it ends up running on different data each iteration which can have drastically different results.
