Description

It uses ValueOrDie here:

https://github.com/apache/arrow/blob/7a770d7b32731b1216330b8c4861cd91e48918ed/cpp/src/parquet/file_writer.cc#L345

I encountered this when implementing my own GCS-based arrow::io::OutputStream. However, I believe other built-in file implementations might also return an error status in Tell().
