https://github.com/apache/arrow/pull/8246/commits/87c26f7a7e5a393681057923a790f6448ea07817 breaks if libarrow is not found/not successfully built. Anything that requires an arrow header or an arrow:: class needs to be wrapped in #if defined(ARROW_R_WITH_ARROW)
