Description

The name doesn't reflect the functionality. It is used to save state for replaying data every window. So should be renamed to WindowDataManager.

Approach:
1. Deprecate IdempotentStorageManager.
2. Add WindowDataManager

Since it is a utility class, it is moved to library/util package
