Description

If the release is performed by a committer but not a PMC member, there were some issues like:

• Bulk closing of the JIRA resulted in a flood of messages to the subscribers
• Add links to see the status of the SVN hooks based build for javadoc refresh
• Missing instructions for the Announcements page
• While announcing a release , instructions are missing about the email id of the release
