Failover transport timeout options should only operate on Message sends.

    Description

      To prevent connection attempts from failing the Failover transport should only apply the timeout option to sends of Message types as the over commands are governed by other configuration options.

      Currently a timeout set on failover can override the behaviour given by maxReconnectAttempts which is quite confusing.
