[AMQ-8008] ActiveMQ Broke due to Persistent Store is full

Description

Active MQ  runs an issue that says the persistent store is full. The Request in kahaDB is not dequeued result in the storage of kahaDB reached to its maximum storage size. There is no error log in the consumer side nor network issue. The issue observed in ActiveMQ v5.10 &  v5.13. Additional information is given below.
