Description

If the PC is not connected to internet, during the parsing of the activemq.xml file, It is not possible to read the schema documents (i.e. http://www.springframework.org/schema/beans/spring-beans-2.0.xsd, http://activemq.apache.org/schema/core, etc), so Broker is not created.
