messages prefetched and redispatched or messages redelivered are dispatched first to preserve queue order. However when message priority must be respected, priority must take precedence.
Both the relative priority of pending and redelivered needs to respect priority and the order of newly pages in w.r.t redelivered needs to respect priority.
