[AMQ-4927] clients can not receive mqtt retained message

Environment

activemq 5.9.0

Description

I use activemq 5.9.0 as mqtt server, and eclipse paho as the mqtt client package. But the client can not receive the retained message. If I use Apollo, it works fine.

Is it a bug? or I miss some configuration?
