Setting java.io.tmp makes problems with some shell commands

    Description

      The problem is that with setting java.io.tmp we hit JDK bug and are not able to get list of active VMs, which are used in various shell commands (like stop, list, etc.). The easy solution is to set this property only when we start a broker (as we really don't use it in other scenarios).
