Description

After a config change, the restart indicator shown in the Config page shows incorrect number of hosts, such as "Restart Required: 2002 Components on 22 Hosts".
Restart indicator contains only hosts from model (where we contains only part of hosts)
This problem exists for the hover text in the Service Nav restart icon as well.
