[AMBARI-6283] cannot edit custom props after creating host config group

Description

1. Create a new config group, put a host in the group
2. save
3. the "custom -site" section disappears
4. switching between default or the new config group, neither have custom any longer
5. refresh my browser and "custom is back" but when I switch to the config group, gone again, for default and the new group.
