[AMBARI-6208] Nagios 'Restart all components' button does not work

Description

On service page for Nagios, under 'Service actions' menu, "Restart all" operation does not work correctly. There is dialog window after pressing, but after confirmation there is not any activity. In API there is not any new request.

Note: described situation relates only for Nagios. Other services make restart correctly (including generating new requests in API).
