[AMBARI-5841] Views: Enable experimental views should show in header even w/o cluster

Description

After I install + setup ambari server, I enable #experimental views. The selection does not show in main nav until I have created a cluster.
We should show the view selection in the main nav, even if a cluster has not been created. That's going to help speed feedback on views.
otherwise, you always need to perform a cluster install to be able to see a view, even if you do not plan on using that cluster.
