Description

STR:
1) Go to "Host details" page
2) Switch 'HBase RegionServer' to 'Decommissioned' state

Actual result: 'Warning' window and 'Background operations' window appear simultaneously. No any 'in progress' operations in 'Background operations' window (see screenshots)
