[AMBARI-5541] JS error upon revisiting Install, Start and Test page

Description

During the install phase of deploying a cluster, the server/agents ran into a problem where the install commands were stuck.
We restarted ambari-server.
After the server came up, I hit page refresh. This prompted me to login (as expected).
It automatically bumped me to Install, Start and Test page (as expected), but the UI showed "No hosts to display". JS Console showed an error.
