[AMBARI-5530] Add ui controls for deleting + adding Ganglia Monitor to a host

Description

For consistency with other host components, need ability in Ambari Web on the Host details page to:

• Delete Ganglia Monitor
• Add Ganglia Monitor

This is useful in cases where you need to force a re-install of the host component. Other components (such as DN, NM, RS, etc) already support this add/delete in the UI. Ganglia Monitor does not and currently requires use of the API (DELETE to remove and POST to add)
