[AMBARI-5360] Storm local directory set up by Ambari does not follow the convention used for other services

Description

storm.yaml has storm.local.dir that currently points to '/hadoop/storm'.
This goes against the convention that Ambari uses to set up directories for other services.
The standard convention used is <mount-point>/hadoop/<component name>/<local|data|name>, so for Storm local dir, it should be <mount-point>/hadoop/<component name>/local.
