[AMBARI-5275] After upgrading from Comanche, adding host and reconfiguring all services strange alert appears

Description

STR

1. Upgrade from Comanche to 1.5.0
2. Stop/Start All services
3. Add host
4. Reconfigure all services

Result: Alert Percent TaskTrackers live WARN for about a minute WARNING: total:<4>, affected:<1> appears.
On 1 of the 4 hosts TaskTracker is not present. On that host there is an alert TaskTracker process CRIT for about a minute Connection refused
