Same Issue:

Precondition:
Install Ambari
Setup hadoop with default settings
Set security enambling on not preconfig cluster(Kerberos Did Not Setup )

Steps to reproduce:

1. Go on Admin page->Security
2. Disable security on not preconfig cluster.

Actual Behavior:

1. Step "Start Services" - Failed
2. Some services are still stopped (oozie checked failed...)
3. Alerts detected

Expected Behavior:
Security was disabled, all services were started.
