Description

Precondition:
Install Ambari, Hadoop, 1 host must not have master components.

Steps to reproduce:

1. Stop all components on host with out master components
2. On mentioned above host Make ambari-agent stop.

Expected result:
Can delete host when heartbeating is lost, "Host Actions" button is not disabled.

Actual result
"Host Actions" button is disabled.
