Description

Precondition:
Install Ambari by default scenario.
Setup hadoop without Storm, Falcon and Oozie.

Steps to reproduce:
Go on Admin -> Select "Enable Security" (on non preconfigured cluster)
After that try to disable security. Step "Start Services" should be successful.

Actual Behavior:
Step "Start Services" failed.
