Description

1. Try to enable HA with fail on 9th step for Start All services
2. Use link http://<host>:8080/#/main/admin/highAvailability/enable/step1
3. HA Wizard is shown without previously loaded Login Page (see url and js errors in attached screenshot)

Expexted result:
Login Page should be loaded firts.
