[AMBARI-4100] Chart not showing complete hour

Description

On the charts that now have scroll capability (under Services > HDFS and Services > MapReduce), the 1hour chart is not showing an hour.

See video. The 2-hour, 4-hour, 12-hour, etc scroll show those ranges. Just not the 1-hour.

As comparison, the cluster charts on dashboard show a complete 1-hour.

Also, the pointer triangles on the left + right, need to show pointer cursor on the mouse.
