[AMBARI-3830] Incorrect behavior of Ambari with logged on user without admin rights.

Description

Steps to reproduce:

1. Create user without admin rights.
2. Log in by created user.
3. Go to 'Configs' tab of WebHCat service.
4. Open Custom webhcat-site.xml accordion.
5. Appears 'Remove' link in front of property, but logged in user has no rights to delete it.
6. Refresh page.
7. After refreshing the page appears 'Admin' tab and other stuff, available for admin user.
