[AMBARI-3613] Enable HA wizard loads after sign in

Description

Steps:

1. Go to "Admin" page -> "High Availability" tab and run "Enable NameNode HA" wizard.
2. Close wizard.
3. Sign out (or reopen browser).
4. Sign in.

Result:
After sign in was opened first page of "Enable NameNode HA" wizard instead "Dashboard" page.
