[AMBARI-2974] "Assign Masters" page cannot be selected on "Add Host Wizard"

Description

Steps:
1. Install Ambari without epel.
2. Install Hadoop with 2.0.5 stack. (without Oozie, Hive, HBase, Pig)
3. Go to "Hosts" page and click on "Add host" button.
4. After clicking "Next" button on "Confirm Hosts" the "Assign Slaves and Clients" page was opened.
5. The "Assign Masters" cannot be selected.
